2024 Portland Mayor Election

The election was a single-winner election using the Hare form of Ranked Choice Voting, commonly called Instant Runoff Voting (IRV). The ballot included 19 listed candidates plus a write-in. Voters could rank up to 6 candidates.

• Keith Wilson led the first IRV round with 104,389 first-choice preferences (33.7%).
• In the final round of IRV, Wilson defeated Carmen Rubio 153,522–106,431.
• Wilson’s 153,522 votes represented 59.1% of the continuing vote, 49.5% of valid mayor ballots, and 49.2% of ballots that attempted to vote for mayor.
• 4,192 ballots contained overvotes, and Hare IRV did not count 672 that had Wilson > Rubio and 1,043 that had Rubio > Wilson.

The head-to-head results also showed Wilson was the undefeated head-to-head candidate:

Additional numbers of interest from the ballots:

• 21,166 voters skipped the Mayor race.
• 56,485 voters (17.9%) ordered 6 unique preferences.
• 44,953 voters (14.2%) left only a single first preference.
• 202,136 voters (64.0%) ordered 2 to 5 unique preferences left-to-right with no gaps.
• 8,229 voters (2.6%) had valid preferences with unusual patterns.
• 4,192 voters (1.3%) cast ballots containing overvotes.

Of the unusual patterns:

• 563 appeared to try to vote right-to-left.
• 3,396 gave the same candidate multiple ranks.
• 680 voted for the exact same candidate in all 6 spots.
